As far as I know this cannot be done through GP. BUT you
could just disallow access to IE.exe in GP then they don't
have a browser. Or you could remove there address bar,
lock all there toolbars disable the run command, and some
other stuff but there are ways around that solution. The
only way to truly block internet access is to stop it at
the router.

How to set up group policy to limit some users to internet?

To prevent users from using internet explorer:

User Config> Admin Template> System> - Don't run specified windows apps

add 'iexplore.exe' to the list.

To prevent internet access:

User Config> Windows Settings> Internet Explorer Maintenance> Connection>
- Proxy Settings.

Set it to a fake proxy, something like 127.0.0.1

Someone had posted to enforce a fake Proxy Server address to restrict
Internet Access as well.

If they dont need IE I was wondering if they need access outside the local
lan at all? If not just dont have a gateway in thier ip settings.

This wont work if they need access outside the local lan though.
