How to set default desktop values for new users

I work for a large company. I want all my users to have a specific
corporative Wallpaper, screensaver,Internet Explorer Page Setup, ... on the
master image of our Windows XP.

I have edit NTUSER.DAT through regedit giving the key the name of "foo".

I have made all the changes to the Wallpaper key, the several Screensaver
keys, ...
When a new user logs on to the system the screensaver works ok but the
wallpaper is not present. If you go to Display configuration the Wallpaper
is selected but is not shown. Only if you change it from Titled to another
position the wallpapers is shown on the desktop.
Page setup for Internet Explorer also works ok.

I have created a key on Local Machine in order to skip the "first time
wizard" for Windows Media Player but it has no effect.

Any help on why I'm having those problems?

I have found the problem with the wallpaper. It is a jpeg image and Active
Desktop must be enabled in order to show jpg as wallpaper. I have converted
the image to BMP and modified NTUSER.DAT so now it loads ok when a new user
logs into the system.
