How to send HTML message in Outlook

Puzzled

If I compose a message in Outlook after selecting HTML as
the format, and send the message, it sent and received on
the other end as pure text. The HTML tags are displayed
just as typed, literally.

Selecting HTML as the format seems to do nothing.

Any suggestions would be appreciated

I have a similar problem. I imported my Outlook Express
address book into Outlook 2003 Contacts. Messages I
create in HTML show correctly in the sent folder but
arrive at the destination as Plain Text. I found that if
I either type in the email address or create a new
contact it will work ok. It's as if the imported contacts
are marked "Plain Text Only". I noticed a difference in
the properties between the imported and newly created.
The imported ones have a security tab.

Anybody have ideas?
