The domain controller got the following logging. I search the web and found
the "Ntdsutil" may be help.
Is there anyone can help me?

Event Type: Warning
Event Source: NTDS General
Event Category: Internal Processing
Event ID: 1534
Date: 5/9/2006
Time: 12:42:29
User: SAGE\administrator
Computer: SAGEPDC
Description:
This machine holds the Domain Master Role, and is not a GC. These two
states are incompatible. Either this machine should be made a GC or the role
should be transferred to a machine that is a GC.

This might not be an issue. There's only a compatibility issue in a
multi-domain forest where, in any given domain, the IM resides on a GC and
there are other DCs in the domain that are not GCs:

You also don't seize the role of GC. You simply choose to make a DC a GC or
not. This is done via DSSITE.MSC as stated by Yusef, or via bit 0 of the
options attribute on the NTDS Settings object for the server.

the GC role is not transfered or seized, which in both cases mean MOVE
(gently, less gently)

the GC is assigned or unassigned. Just like Yusuf mentioned using the GUI.

From the command line: REPADMIN /OPTIONS <DC> +IS_GC
