How to secure only one account on standalone?

I don't know how to fabricate a newsgroup or MSKB search to
get this answer.

I'd like to have one account on an XP SP2 Pro standalone
computer that is restricted to running one or two
applications that view and print documents. No other
function is allowed. The account has no password.

There are USB ports available and I don't want them to be
accessed from this account.

Two other accounts on the computer will have admin
privileges; no restrictions.

So far as I can tell, group-policy settings apply to all
users and cannot be set to apply to only one account.

Can someone steer this security neophyte to documentation or
XP Pro features that will solve this problem?

Create a new user group and put the user you want to limit into it. Then
set policies for that new group.
