i'am a paralized veteran and would like to know how to
scan a billing form and open it in word and fill in the
blanks. if anyone knows how, please e-mail me. thanks

The answer is 'not easily'.

The best way would be to use a tool like the form filler from the corporate
edition of Abbyy Finereader, but this would not be a cheap option for the
odd form.

With a bit more effort, you could scan the form as a graphic image, which
you could set behind the text. You can then build a sequence of places to
enter text using unbordered tables. This can take hours of work for a
complicated form. If your disability permits, a pen would be much quicker!
Scan the form after you have filled it for a record.
