how to save as rle ?

I was sure that Irfanview used to be able to do this. But it doesn't seem
to do so now. Even the help file states "read only". Hmmm. Am I just
dreaming? :)

Is there a small program that can save an image as an rle (a run length
encoded bmp)? All I could find that was capable of SAVING in rle format was
XNView - weighing in at 6 MB! It seems there are plenty that will read rle,
but hardly a one that supports "save as rle".

I would be ever so grateful if someone could offer a suggestion. Thanks so
much.
