How to run DOS programm

There is a DOS program which is running under Win NT. It works when I
configure config.nt file :
files = 100.
Standard files property is too low to run programm.

But it doesn't work under Windows 2000 Proff.
WHY???

now if you create a shortcut to your program it will have a
compatibilty tab that allows it to "think" its running in 95/98
or NT4 not sure if it helps but try anyway.
