How to restore Windows dialog when card reader is attached to USB port?

When I attach a compact flash card reader to one of my USB 2.0 ports, I used
to get a Windows dialog asking me which application I wanted to use. I no
longer get that dialog and am wondering how to get that back.

Note that I have a compact flash card inserted into the reader when I attach
it to the USB port (although I've tried first attaching the reader without
the card and that doesn't help). The compact flash card contains either JPG
images or Nikon NEF RAW image files.

This is only happening on one of my computers, so I know there's a setting
that I've missed somewhere. On my other PCs, the Windows dialog always pops
up when the card reader is inserted. I know there is sometimes (or always?)
a checkbox that says "don't ask again," or something like that, so maybe I
inadvertently caused what's now my problem.

How can I restore this dialog?

Note:
After inserting the compact flash card reader into the USB port, the files
on the CF card are available both in Windows Explorer and my other imaging
applications. Device Manager reports that the device is working properly,
and Computer Management>Disk Management shows the card reader as an extra
disk.

I'm using XP Home with all updates and patches applied.
