HOW TO RESTORE OUTLOOK SETTINGS??

My vista laptop operating system crashed after it lost power. I was using a
laptop connect card at the time and was on the internet. I have the hard drve
connected to another PC. I have access to all my word docs but desperately
need my contacts in outlook (version 2003). I get the error message "outlook
application data is not available" I'm trying to restore outlook settings but
user settings are protected. How can I get into a protected user file???
 
Try using the safe mode.

You may need to Take Ownership of the folders that have the PST files.
