How to restore an AD to a test dc?

I have a win2k domain with 2 DCs in NY office and another
DC in Tampa. I am trying to backup the system state data
from the currnetly running DC and to restore the data to a
test DC that I just built. I have read a lot of articles
of showing how to do such job. I followed them and was
able to get a successfuly message when doing the
authoratitive restore. But after I reboot the test-dc, I
were not able to find any AD info restored to it. No
tools were in the Program--> Administrative Tool Group.
What did I do wrong? Please help

Install the adminpak tools. They are located on the CDROM, but you would
actually want to use the adminpak.msi file from the latest service pack.
Here's instructions on how to. THey are for Win2k Pro, but the instructions
are the same.

Install the Active Directory Administrative Tools to Windows 2000
