The alternative is to re-install Win2000, and allow the disk
to be repartitioned and reformatted while you do this.

Or if you;ve got nothing to lose, use FDISK but this
requires to format the HD.

I use the following tool:

You can create (and later resize) a partition without formatting your hard
disk, I've used it several times with no problems,
