In our environment, we working in Outlook 2002 on
Exchange 2000. Our users cannot rename their inbox
folder. When you right click it is deselected.
According to our Domain Administrator there isn't any GPO
setting for this and we never modified the Outlook
setting on the Default Profile or image. Is this the
normal behavior...otherwise, what do we need to do to be
able to modify the name?

We have a user who had some how renamed his inbox to some
sort of obscure meeting name. Isn't there any way to
change the name of his inbox?

What version of Outlook?
Start Outlook by Start-> Run and then type (with quotes and check your path
to Start-> Outlook.exe)
"C:\Program Files\Microsoft Office\Office10\Outlook.exe" /resetfolders

Or this macro would do it:

Sub RenameInbox()
Application.ActiveExplorer.CurrentFolder = "Inbox"
End Sub

Just select the Inbox folder before the macro is run.
