How to remove Partition?
HD is 40 GB - partitioned to 20 + 20, running XP
one side C: is getting full.
Is there a way to remove the partition and restore it to just one, without
loosing data.

TIA

Assuming both the same file system type (eg both FAT32 or both NTFS)
then tools like Partition Magic can resize and ultimately delete for
you, but you will need to move files manually.

Depending what file sizes are on the other partition (let's call it
"D") just shift the boundary as few times as possible/ i.e. as much as
you can by size and copy stuff to C progressively. If you have huge
AVIs on "D" it will be a bit more challenging. OTOH lots of small
files on "D" should be fairly trivial.

When all is copied to C, delete the now unused partition "D".

It might be quicker to use another temporary hard drive of some sort
if you have access to one.

If you do not mind moving files manually, and you do not have NTFS
partirions, GNU parted should be able to help you for free:

http://www.gnu.org/software/parted/

Otherwise use Partition Magic (warning: Make a backup!!!!) or
one of the other commercial tools.
