How to remount a USB device

Some of my clients use external USB disks to back up their
data. The process is fully automatic, and at the end of the
backup, the USB disk is dismounted so that the user can
safely disconnect it.

This works fine but it causes a problem when the client
forgets to swap disks. Hence my question: Is there a
command that forces a Win2000/XP PC or server to
rescan the USB ports so that the USB disk gets remounted?

My experience is that the moment you switch the power on again the disk appears
in the Explorer and can have data copied to it.
I have a similar idea set up in a box called 'disk' - it has its own power and
just has to be switched on - no worries ever of remounting.

It was done after I had a virus that deleted all my MS diskbackups. I now have
Acronis making a backup which is stored on that disk. It is always switched off
until I transfer the backups and then the router is disconnected, just for
safety.

I was hoping to find a tool that can be invoked from a batch
file. Rebooting the machine is a possibility but not one that
I would favour.

I am not rebooting, merely switching the power to the disk back on. As I said
the Hard disk is housed in a unit called 'DISK' which has it own power. I cost
all of $100 australian.

It's a little hard to swith the power to an external device from
within a batch file, and even more so when dealing with a 2.5"
disk that takes its power from the two USB ports it connects
to (i.e. it has no power pack).
