How to reformat text to .pst

I lost my outlook contacts when my HD crashed. Fortunately I had uploaded
them several months ago to my earthlink webmail address book.

The procedure that exports the contacts from the webmail puts them in a text
format (.txt).

The text file is now on my desktop.

How do I get a .txt file imported into outlook?

Is there a way to convert the .txt file to .pst?

I was able to import the file into excel but this still doesn't get me what
I want.

Any suggestions are greatly appreciated.
 
In Outlook-File->Import->From a File->.csv or .txt.
