How to read all messages as HTML?

I've noticed that Outlook 2003/XP uses a text-based control while displaying a plain-text message (not in the preview pane), while HTML messages are displayed in the same IE-based HTML control that is used by Outlook Express 6. The problem with the text-based window while reading plain text messages is the irritating cursor.

Is it possible that all messages (including plain text) are read as HTML messages, so that the text cursor doesn't show in the message text area?
