How to re-allocate IRQ's?

Have a PCI US Robotics modem which is sharing resources with OHCI Host Controller and Intel(r) 82801DB/DBM USB Host Controller (all on IRQ23 - allocated by Windows XP Pro Plug & Play). Would like to realocate modem to a lower number (recommended by manufacturer) as I keep getting error message saying modem port is busy when I try and log on to my dial-up connection. How do I determine which IRQ to allocate and I do I go about it?
 
It's my understanding but maybe somebody else could verify it that
WinXP handles the assignment of IRQ's and the user
has no say in the matter.

XP when using ACPI modes does not allow the user to assign IRQs/DMAs to the
individual add-in cards (PCI and AGP). The only way is to more the modem
around to different PCI slot so to to try to find an IRQ that is lower.

Pci devices need no IRQ's. They are only used to give it the isa legacy look
and feel.The install on your modem went sour. You'll have to uninstall then
reinstall. You shouldn't even have to mess with it as xp has the drivers for
it. Try also moving it to another slot like the furthest from the processor.
