How to put Access 2003 Front End on PC w/o MS Access ?

Is there a special 'run time' file I must create when I want to put our
Microsoft Access 2003 Front End on an XP Pc that does not have Access
installed?

With access 2007 the runtime version is free. Unfortunately, that is not
the case with previous versions. For A2003 to get the runtime you need
to have the Developer Extensions, which were part of Visual Studio Tools
which is neither free nor inexpensive (if it's still available at all). You
