How to prevent unauthorised software installations

Is there such an app? Don't want different User accounts, just a little Password protected app to stop stuff being installed without my say-so!
My lad and his school mates are constantly installing game demos and other stuff which clogs up an otherwise smooth running PC.

Take away the Keyboard & Mouse

Unplug the monitor

Remove the mains plug

Remove the Modem cable

Chop their hands off

... all these measures will, at some stage, be circumvented by the 'nice little person' once he/she has talked to their friends. As for any Software means of control ... they know 'em all.

If you are not prepared to set-up 'restricted' users, make sure you have an up-to-date image of your HD.
