How to prevent internet access for one account?

An XP SP2 stand-alone computer can be connected to the
internet by plugging a wireless adapter into a USB socket.
I'd like to prevent browser/e-mail, and so forth, from
connecting to the internet in one account but allow it in
other accounts. Is there a way to do this? --David
 
Probably the best way for a stand alone computer is to use a personal
firewall like Portslock that can have different firewall profile based on
user account and of course you want to make sure that the restricted user
account is not a local administrator and that the built in administrator
account available in Safe Mode has a password not known to the user. Another
way that will work for only Internet Explorer is to configure a bogus proxy
server such as 127.0.0.1 in tools/internet options/connections/lan and then
make sure that the user can not access the connections properties of
Internet Explorer which can be done via a registry mod though that will
restrict all users when enabled. The Shared Computer Toolkit may also be
something to look at.
