How to prevent folder and it's Item deletion

Hi,

I am creating AddIn which will prevent deletion of pre-
defined public folder(For Ex.defined in Registry) and its
Item. Is it possible to do that even how to take care of
hard delete?
 
Setting user properties to disallow deletes should work.
