How to override group policy in an NT domain on member server

I have a member server terminal server in an NT domain. I have gone
into local security policy to stop people from being able to shut down
the server but it says that the domain policy allows for this to occur
and I can't override it.

I don't have AD anywhere in this customer's environement and need a
solution.

SystemPolicy is run in an nt 4.0 environment via Policy Editor, the policy
resides on the netlogon share of your pdc.
