Or, just download RadClocker1501.msi , can't remember where I got it. Just
use google and it should pop up

gives you an extra tab in the display control panel, you can set the clock
speeds direcly from there. Also the Omega package comes with an artifact
tester, and will automatically re-apply your custom clock settings on
startup.
