There is no single setting or change to do this. The reason for that is
that the ability to add. remove or otherwise change networking settings like
this is a gestalt of registry permissions for many many various keys, as
well as access to some subdirectories under the %systemroot%.
Essentially, in order to edit these settings your user needs to be a local
administrator member. This may give more access to that user than you
desire, but the alternative (editing permisisons on vairous objects) is
highly impractical and not advisable.
