How To Open SideBar After You Have Closed It

So So SOO Confused!!
Closed the sidebar when I first got my laptop,
and now I wish for it back.

When I go to open it, it tells me "Windows Sidebar is managed by your system
administrator", I AM THE SYSTEM ADMINISTRATOR!!

Can someone PLEASE help me!!
 
Go here C:/Program Files/Windows Sidebar
and right click sidebar.exe, Run as Administrator

OH GOSH =[

Still not working, I have pinned it to my start menu, I then right click on
it and say 'Run as administrator' my norton then asks me to allow it, so i
do...

THEN IT COMES UP WITH THE SAME MESSAGE AS BEFORE!!

That doesn't work either =[ thanx anyway

Yana the sidebar.exe thingy thats in th program files under sidebar, i dont
actually have that.
Might that be my problem?

Click the Start button and, in the search box, type: 'sidebar' without the
quotes and press Enter. If you get the same error message, go through the
procedure again only this time look at the top of the search list. Under
Programs you should see 'Windows Sidebar' Right click on this and, from the
drop down menu, click on 'run as administrator'
