How to Open Access 97 if you have Access 2002

We have an Access 97 database. One of the co-workers have Access 2002. When he would open the Access 97 database he would get the message " Do you want to convert?" He would answer no and then he could use the Access 97 database.

Now when he tries to open the database, he does not get the option "Do you want to convert?" Now he gets a message saying you are not allowed to convert this database

I believe he may have accidentally hit yes to convert the access 97 database. (We had problems with the database and no one could get in. We ended up having to restore the original database.) He has started having this problem since the database was restored.

Is there away, to reset something on his machine so that he will start back getting the message " Do you want to convert?"
 
What you want to do is have Access 97 tables in a database on the server,
and have a front-end linked to those tables on each workstation. That way
each user can have his/her own version without any problems.
