How to open a picture from the .tis file?

My brother sent me some old family photos on a CD, I can open the pictures,
and the pictures have a JPEG file attachment.
but when I attempt to save the photos into my "My Pictures" folder,
the photos only show up as a Microsoft Document with an .tis file
designation.
I cannot open the photos.

How can I save these photos in jpeg?

Can you confirm that that extention is ti"S" and not ti"F"? "tis" files
seem to be mahjongg tile sets, while TIF files are actually image files.
