How to Open a Microsoft Access MDE database File

I downloaded a file of this type. When I try to open it I'm told that a Program.exe file cannot be found and is needed to open a microsoft Access MDE Database file. Any suggestions? I'm using windows 98
 
Do you have Access installed? You must, either in its retail or runtime
support versions, to run an Access database.

The program that you need to open a Microsoft Access database is...
Microsoft Access (of the same or a later version than the version
which created the database). Unless you have either the retail version
of msaccess.exe, or a Runtime version, you will not be able to open
the .mde file.
