How to obtain the programs updates that are archived on Symantec LiveUpdate server ?

What happens if you skip step 2 and try step 3? If step 3 fails what happens if
you ship to step 4? If step 4 fails, all that's left is step 5 (run LU normally) and
if Ghost doesn't update then there are no updates for Ghost.

Have you tried opening Ghost and running LU from there? As mentioned, if it
doesn't update then there are no updates to it.
