how to move legends from X-axis

I have a percentage chart with Y-Axis range between +30% to -30%. The
labels for the X-axis are placed right at where 0% horizontal line is
(right in the middle of the chart), partially obstructing view of the
chart. How can move those labels for X-axis down to the blank area
below the graph?
 
On your plot, double click a value on the y-axis (or right-click on th
y-axis and select Format Axis). Select the Scale tab on the dialog bo
that opens. In the first section, the 5th entry is "Value (X) axi
Crosses at:". In that box type the corresponding y-axis value that yo
want your x-axis to appear at. In your case, you would type -30 (mayb
you have to add %...I've never used percent graphs). Anyway, thi
should move the x-axis to the bottom of your graph. Since you unchec
the box to the right of this value, the plot will not automaticall
update the location that the x-axis crosses at. So if your dat
changes to -40%, you will have to manually come back into this dialo
box and change it to -40. You can move the Y-axis is the same manne
but by opening the Format Axis dialog box by right-clicking on th
x-axis. Hope this helps
 
Two points.

If you always want the axis to cross at the bottom, pick a ridiculously
negative value, like -1000000000. Since that's probably always less than
the axis minimum, Excel will always put the axis at the minimum (and not
at -1000000000).

If the chart is a column chart, you need to keep the axis where it is,
or the bottom of the columns will be at -40% or wherever you've moved
the axis. But you can move just the labels by double clicking the axis,
selecting the Patterns tab, and checking the Low option for tick labels.
