May I ask what the intentions are?

Normally, Schema Admin group is the group to use to modify the Schema. The
Enterprise Admin can add his/herself to that group to modify it. Of course
the Schema also needs to be set to allow modification, which is a checkbox
in the Schema Ops Property Window. That is found in the Schema snap-in,
which has to be manually created and added. To make that available, you
would need to register the Schema snap-in by typing in in a start/run line:
regsvr32 schmmgmt

As for Sysvol, not sure what you mean by modification. Normally the
permissions are properly set. Are you receiving any errors? Maybe the root
of the issue is another issue? Can you elaborate on your total intentions to
better help?
