Hi James,
On the New window put your pointer/Cursor on the Window Edge and when it
change to double arrow pointer ( <------> ) Hold down your left mouse and
drag away/out.
Repeat this in all directions (UP, Down, Left, Right ) until you cover the
whole screen and release.
Close the First window ( the one you opend the link from ) and on the new
maximized window Hit F5 to refresh and close the window.
Next time you will open a link you will have it maximized when it open in a
new window.
HTH.
Please let us know your progress.

Hi nass,
Yes,it does the trick!Thank you.But it is still a normal window,or nearly a
maximized window,not maximized,can I have it maximized?And I notice that the
first opened window is maximized provided that the last window is closed
maximized, all these must have some entries in the Registry, where are they?

Try stretching the small window to full size. (Do not use Maximize)
Ensure that window is the last one closed and IE should remember the
size next time.
