I want to be able to moves files from one folder to another by clicking and
dragging. CanI, for instance have two Explore windows open and drag a file
from one window and put it in another folder in the other window?

Yes.

Depending on where the two folders are, doing what you suggest will
either move or copy them. I can never remember the somewhat arbitrary
rules for whether it copies or moves, so I prefer to drag by holding
down the *right* mouse key. If you do that, when you finish dragging,
you get asked whether you want to copy, move, or create a shortcut.

Yes. To force the files to be *moved*, hold down the Shift key until you've
released the mouse button. (To force them to copy, hold Control. Otherwise
(with nothing held down), the behaviour depends on whereabouts the the
folders are in relation to each other.)

Two Explorer windows aren't necessary, however: with the files visible in
the right-hand pane, in the left-hand pane of the same window scroll and
click on the + signs to expand folders and subfolders until the destination
folder is visible. (Don't click on the folders' names or their contents will
appear on the right in place of the files you want to move.) Then you can
drag-and-drop from right to left in the same Explorer window, ensuring the
correct folder name on the left becomes selected before releasing the mouse
button.

A tool I use for its dual pane view is the "lite" version of xplorer2
(http://www.zabkat.com/x2lite.htm) - especially good if you need to do doing
a lot of moving/copying, but a darn good replacement for Windows Explorer in
its own right.
