How to make toolbar floating in C#?

You can not. This functionality is not supported by the toolbar control
delivered with .NET. However, there are a number of third party controls
that will do this. The Magic library is a free set of controls which do
this that a number of people have been very pleased with.

IMO, the Infragistics (www.infragistics.com) library at $495 is a much
better value. I think it contains over 20x as many tools for only 2.5x the
price. BTW, I'm only a customer.
