How to make tickets for a raffle

I'm trying to make Raffle tickets for our scout group need ideas on how to
make them with a tear off bit for the person who is buying them to keep.
 
I don't think it can be done with a web page editor such as FrontPage,
but considering the amount of binding, guillotining and perforating
involved, would it not be easier (and possibly cheaper) to by cloakroom
tickets from a stationery store?
