How to make configuration changes permanent in Vista

The mouse move speed is slow in the Vista. I changed it by moving the
sliding bar to faster. It does becomes faster right away. However, if I
reboot the computer, the change just made would be gone, and the sliding bar
would return to the default middle position. So I have to do the change
every time I reboot the machine.
Question is: how to make the change permanet?
 
Configuration changes are only made permanent when you shut down or restart
your computer form the Start Menu prompts.
 
Vista only saves settings if when you shut down the computer by selecting
the start menu and then the right arrow at the bottom of the display and
then selecting shutdown or restart. If you shutdown your computer by using
the on/off button on the computer none of your programs are shutdown
properly and none of the settings changes you made are saved.
 
Thanks for trying to help. I always shut down or restart via the proper way,
which is what you described below. The mouse configuration change does not
stay for some reason. There's got to be other options that need to be set,
or something isn't set right in the OS?
