How to make an Excel cell keep a set number of spaces when saved .

I am taking a text file, openning in Excel, changing the filed sizes,
formating various columns for numbers and saving as a comma delianated file
(.csv). I have a field that requires 35 characters, but most of the entries
are < 35 characters. How do I get the cell to maintain the 35 character
spread between commas when I save to a .csv file?
