how to make a copy script on win 2000 server to all users?

Does anyone know the syntax for a batch file (or other solution) to
copy a file from one local location to all user profiles on a Windows
2000 terminal server without setting location for each specific user?

There is only one "All Users" profile, so you don't need to set anything
for specific users.
