how to make a CD bootable??

I want to make a CD bootable, so that it is able to boot up from the CD. I
need to have boot.ini file in CD? Where can I find it?

please advise! Thanks!
 
You need more than that, you need a mastering program that can create a bootable CD, such as Nero.
