How to log into safe mode

i cant access safe mode or my start menu because when i turn my compute
on, it says, "Insufficient system resources to complete the API." ca
someone help me
 
Once pc starts,tap the F8 key for safe-mode.Also,chk BIOS & make sure
the hd is set to #1 boot priority.

Uhhh, boot order should be CD, THEN hard drive. So you
can boot from the XP CD or any bootable CD if you need
to. It'll just quickly bypass the CD if there is
nothing bootable there.
That recommendation can screw things up for a LOT of
newbies and has nothing to do with the problem at hand!
