How to lock the icon positions

Is there any way I can lock the icon positions so that it cannot b
changed even after a screen resolution change?

Think about this.
If you have 8 icons in a row, and you change the resolution so that 6 icons
will only fit in that row; how on earth can you MAKE the other 2 fit in!

I use this, after Remote Desktopping, or viewing on my HD LCD TV (or both at
the same time, using the little known 'Remote Control' mode of Remote
Desktop (see Users tab console sessions in Task Manager):
