How to lock scrollbar appearance?

Dear experts,

I need to specify a high contrast style of vertical and horizontal
scrollbars in IE windows,
or, at least, lock the style of the scrollbars so that the web sites could
not
override it.

This is needed for acessibility. Some sites have very strange color
of the scrollbars, such as light gray on white, or light blue on light gray.
Other colors are generally ok, so I don't want to change all colors - just
the scrollbars for now.

Any ideas?

You specify IE, but perhaps you should consider Firefox or Opera.
Firefox does not allow scrollbars to be styled by sites (because it is
not in the standards),and AFAIK Opera will only do so if you set an
option to allow it. Also, Opera is extremely configurable, and many
consider it the best browser for those with accessibility issues.
