How to limit "users" to daytime only?

I would like users of some of my groups to be able to log
on daytime only (07am until 5pm). Is it possible to add
such policy for "users" in Windows 2000?

Also, is it possible to adjust so that "users" cannot
choose the same password twice when "password never
expires" is NOT checked?
