How to limit Internet usage?

Hi there,

I would like to limit the Internet usage on a Windows XP computer. If
possible, I would like to set a limit of both traffic and time, i.e.
something like "50 hours or 2 GB traffic whichever comes first"

Is there any freeware which can do this?

I know there are probably a lot of ways to circumvent this restriction
since the person using the computer has administrator rights and thus
could just create another account or perhaps even uninstall the
application. But this should be more like an educational measure which
is meant to remind the child that it has exceeded the agreed limits.

Thanks,
Ulrich

You may find what you need under either online timers or as an
additional feature of content monitors. I don't use these, but I've
included three here. Many more have been mentioned in ACF or are
listed in archives such as SnapFiles or NoNags.

1. I don't think KidKey has been mentioned before. I haven't tried
it. It may hijack your start page when in use (see last line). I
don't think it checks bandwidth but it does log connection time.

For many, it is difficult to control on-line time and the costs
associated with it.

With the new KidKey NG software you can establish beforehand an exact
monthly connect time to the Internet for up to 10 users. KidKey NG
keeps track of the online time used and allows connection up to the
established amount of time. As an administrator, you can modify these
times at any time!!!! KidKey is simple to use and tamper-proof.

Just like learning to budget a monthly allowance, your children will
learn to budget their connection time on the Internet. User accounts
can be individually blocked.

Many adults use KidKey to control their own connect time. In this way
they control their monthly costs. We all know how easy it is to lose
track of time and expenses when using the Internet.

KidKey NG is free! The additional modules that will be created over
time will also be free.

KidKey is financed with the "KidKey WebSite Impression".

2. Another possibility (since enforcement is not required), are
connection timers such as No Frills Timer or Ccy's OTimer. Other
timers I've seen in the past were more sophisticated in terms of
complex tariffs that charge based on both time of day and bandwidth
used.

No Frills Timer keeps track of the amount of time you spend connected
to the Internet. It is designed to be small, fast, and reasonably easy
to use. NFT is free software, released under the terms of the GPL
license. The full source code is included with this distribution.

When NFT detects a net connection, it will record the time connected,
and display this in a small floating window. This display can be
toggled between the connect time for this session, or the total
overall time including all your previous sessions. By default, NFT
will start automatically when Windows does, but this can be disabled
if necessary.

Features

Stores total time connected and total number of calls.
Total time can be reset automatically (daily, weekly or monthly)
Supports up to 32 simultaneous connections.
Records all timing information to a log file.
Warns when your total time exceeds a specified amount.
Most importantly, NFT is small. The executable is about 40k, and that
is the only file you need.

OTimer is a timer for when you are online. It can calculate the time
you spend on the internet with a monthly record. Just simply input the
starting day and ending day, it will begin to record. It also supports
dial-up function.

Nowadays, surfing on the internet is a very popular entertainment.
Whilst using your browser, you can easily spend lots of time without
being aware! This program gives you a real-time graphical change to
tell you. It allows you enough information to set your time limit and
doesn't have an excessive fee. [I think the author means "avoid and
excessive fee."]

system requirements:
For Win 95/98, ME, XP, NT or 2000
Modem installed

Features :
support dial-up function
monitor downloaded and uploaded bytes
show records in detail
graphical-change icon in system tray and graphical-move arrow on main
screen to show up users the spent time online
enable or disable record any time
reset time from zero

What's new :

Added showing IP Address, type of Adapter, downloaded and uploaded
bytes
Can reset information on main screen
Added alerts
Changing icon in tray when dialing
Fixed. Unwanted icon on taskbar when there is no active screen
New interface of Directory screen
And other minor changes
