How to launch a program from a link?

On an Intranet, I would like users to launch programs from links in the
Intranet instead of shortcuts on their desktop. If I create a link to an
..exe, IE comes up with an "open, save.." dialog box. Is there any way to
quickly launch a program?

Hi

I am testing on my computer so I added 127.0.0.1 and the actual ip address
say 111.222.222.222 to the trusted zone and I have a webpage which has
<a href="http://111.222.222.222/test.exe">Test</a>

I rebooted and clicked on the link and still got the dialog. Am I missing
something? Is there any other way to launch a program from a webpage
without getting any kind of dialog boxes?
