how to keep a permenant row on top

How do I keep the first row of a page on the top of the
screen to when I scroll down it stays up there?
for example, if I have titles on the top row, I would like
to see the titles on top even if I'm all the way at the
bottom of the page.
 
Select B2 and Windows>Freeze panes. The result will be that column A and row
1 are frozen. Everything above and to the left (US version) of your
selection will not scroll.
 
Select A2 and go to Window > Freeze Panes.

If you want more than one row, say 3 rows, select A4 and Freeze Panes.

Same can be done with columns. If you want rows 1 and 2 to stay at the top
and columns A, B, and C to stay at the left, select cell D3 and Freeze
Panes.

Any columns to the left of your selection and any rows above your selection
will stay put when you click Freeze Panes.
