how to install office 95 on Vista

my company want me to install office 95 then upgrade it with office 2000 I
had tried twice. the comp can't find tools.
 
Install Office 2000, when it asks for the upgrade, put in the Office 95
disk. No need to install it. (Also, if you leave in the Office 2000
disk, it "sees" it as a qualifying product for upgrade).

Also, you might right click the setup.exe file and go to properties.
Then on Compatibility. Select Windows 2000 or XP SP2 and see if that works.
