How to insert forced permanent meetings

I have users that have regular compulsory meetings that we do not want them
to decline requests for. How can I input compulsory meetings into all users
calendars without them having the option to decline?
I am using Outlook 2003 and Exchange 2003 SP2.
 
Even if you used custom programming code to put the items in their Calendar folders directly, the users could just delete them. Technology isn't the answer in this situation.
