How to include other controls

I have a simple question.

I have about 25 web pages, all with the same heading, error message, etc.
What is the best option to include these controls in all of the pages?
Basicly they're just labels. I started to figure out how to create a user
control, but it seems like a lot of work for just a couple of labels.

Thanks for the help!
 
User Controls are a great way to go and in general should be pretty painless
to set up. You might also look at using Master Pages.
